Kanawha officials looking into illegal dumping of flood debris

Less than one week since the flood debris site at the Clendenin park and ride closed, some Kanawha County residents in flood affected areas have turned to illegal dumping to dispose of debris.

The Kanawha County Planning Office received a report Thursday about people dumping debris at the end of River Haven Road at Queen Shoals, said Andrew Gunnoe deputy county manager.

The county will look at putting up a sign to inform residents they cannot dump at this location, and also will explore options on how to remove what has been dumped there, Gunnoe said.

According to the West Virginia Code, illegal dumping is punishable with a fine of $100 to $1,000 or imprisonment in a county or regional jail for up to six months.

About 150 vehicles came through the Clendenin park and ride on the last day it was open for debris collection, Gunnoe said.

About 34 million pounds of flood debris had been removed from Kanawha County by Aug 18., the date Kanwaha County Commissioners voted to close the Clendenin park and ride flood debris site. That equated to 1,061 round trips to the Charleston landfill, where all the debris was taken.

As of Aug. 18, the county spent more than $2.3 million on debris removal, $700,000 of which had been reimbursed by the Federal Emergency Management Agency by that date.

The Kanawha County Planning and Development Office will be hosting two clean up dates in the coming months.

On Sept. 17, the drop-off site will be on Call Road in front of Capitol Beverage Distributors in Sissonville, and on Oct. 8 in South Charleston at the intersection of 4th Avenue and C Street.

The sites will accept accumulated solid waste, large appliances, air conditioners, televisions, computers, car batteries, metals, electronics and up to 10 tires per person with valid identification.

The sites will be open from 8 a.m. to 4 p.m. and will accept residential debris only.

Property owners with flood debris are responsible for disposing the debris in an approved landfill or hiring a contractor to do so.
