Charleston City Council approves downtown parking changes

There are small changes coming to parking in Charleston.

Charleston City Council members approved two parking measures Monday in a regular meeting. The first establishes a 15-minute parking zone on the west side of Summers Street between Washington Street East and Donnally Street. The second creates a handicapped parking zone at 209 Morris St., in front of the Charleston Baptist Temple.

Council members also approved:

n A bill that establishes a 15-miles-per-hour speed limit on Belmont Street in the Fort Hill area, from Churchill Drive to the street's dead end.

n The installation and maintenance of a new mural at the city's Gallery 64 area - a long-term public art project aimed at transforming the streetscape beneath the Interstate 64 overpass separating downtown from the West Side. The mural will be a postcard on the area's northern wall, welcoming people to the area, Councilwoman Mary Beth Hoover said. Local artists will complete the mural.

n A bill amending the city's zoning ordinance, allowing people to build a greenhouse under a conditional use permit in a residential office district, as long as it complies with city rules.

The bill's approval brings two Charleston residents one step closer to building a hydroponic greenhouse on the corner of MacCorkle Avenue S.E. and 47th Street in Kanawha City. The greenhouse would be the first of its kind in Charleston, according to the city's planning director, Dan Vriendt.

Council also appointed Dr. Lewis Whaley to the Central West Virginia Regional Airport Authority, Jack Rossi to the Charleston Sanitary Board and Dale Jordan to the Charleston Convention and Visitors Bureau.
