South Charleston City Council members passed a resolution Thursday to establish procedures for public hearings.
The provisions included that members of public shall be provided notice through legal advertisements no fewer than 10 days prior to the hearing, and that notices will be posted on the front door of South Charleston City Hall.
Notices of hearings involving the Sanitary Board will be posted on the front door of the Sanitary Board, and notices of hearings involving the South Charleston Public Library be posted on the front door of the library.
Those who want to speak must register 15 minutes prior to the hearing. Remarks will be limited to five minutes. People "personally and uniquely affected by the action of the governing body" do not have to register and will not be limited by the time constraints.
The provisions also give speakers the ability to submit written comments, which must be provided no later than the start of the hearing.
In other business, Council updated its city code regarding concealed carry to comply with state law. The city code now will say U.S. citizens, who are at least 21 and not prohibited from possessing firearms, can carry concealed deadly weapons without licenses.
Also during the Thursday evening meeting, Council updated city code to comply with state law prohibiting the sale of electronic cigarettes, vapor products and other tobacco, tobacco-derived and nicotine products to people under 18.
