St. Albans takes up fireworks regulations

A previously discussed ordinance to regulate fireworks in St. Albans was presented to City Council on Tuesday night.

The first reading of the ordinance, which will regulate sale, possession, discharge, actions and the penalties for breaking the new laws, passed by unanimous voice vote.

Mayor Dick Callaway recommended the appointment of Ward 9 Councilman Garry Pennington to the Housing Authority Board with a term to expire on June 30, 2017.

Council approved the appointment by unanimous voice vote.

Pennington will replace Ward 3 Councilman Ron Colby.

In order to finance the city's vehicle package, City Clerk Barb Hughes presented an ordinance to council for first reading.

The ordinance would authorize purchasing certain equipment from Country Road Leasing for city garbage trucks and police cruisers. The first reading of the ordinance passed by unanimous voice vote.

Ward 2 Councilman Jason Philabaun presented the Finance Committee report and recommendations to council and made a motion for their approval.

Council approved payment of current invoices in the amount of $23,668.94. Council also approved to purchase on state bid a 2017 Chevrolet Silverado pickup for the Public Works Department in the amount of $31,105.

The payments were approved by unanimous voice vote.

Philabaun also gave a Parks report to council about the city's Festival of Lights holiday light display.

"We had over 12,000 cars come through the Festival of Lights this year," Philabaun said. "That is 700 more than last year."

In an announcement, Callaway said candidates who wish to run in St. Albans' 2017 elections will need to submit their filings to the City Clerk's Office from 8:00 a.m. to 4:30 p.m. from Jan. 5 to Jan. 23.

Ward 4 Councilwoman Cheryl Thomas, City Attorney Charles Riffee, City Attorney, Ward 6 Councilman Dale Withrow and Councilman-at-Large Jerry Cogar were absent at Tuesday's meeting because of various illnesses.

Council's next meeting will be 7:30 p.m. Jan. 17 on the second floor of the municipal building at 51 Sixth Ave.
