Kanawha approves funds for drug rehab center

The Kanawha County Commission approved allocating $34,000 to fund two beds and assist with renovations for the new Recovery Point of Charleston.

The Recovery Point of Charleston, a new 92-bed long-term treatment facility for women suffering from substance abuse problems, is set to open next month.

"This is one of the most important things we'll do in the remainder of this year," Commission President Kent Carper said of approving the funds.

The money isn't coming from tax dollars, but from funds the county received from NGK Spark Plugs.

"We have a total lack of treatment all over the state for men and women, but particularly women," Kanawha Circuit Judge Jennifer Bailey said.

Bailey said she's had to sentence women to three months in jail as an alternative to treatment.

"I never thought I'd be using the jail system to do something about drug treatment because there's no place to send someone," Bailey said. "We take away their home when we lock them up but I have no option sometimes."

There will be an Elk River flood cleanup debris drop off site set up Oct. 28 and 29 in the Herbert Hoover High School parking lot.

David Armstrong, economic development specialist, said the county has been receiving phone calls requesting additional pickups for debris, which the county is no longer doing.

"Those folks are resilient up there," Armstrong said. "They're doing a good job but still need help."

James Young, deputy planning director, said 26 applications for the Private Property Debris Removal and Demolition program have been approved by the Federal Emergency Management Agency.

The county has submitted 68 applications so far, and is waiting on another round of approvals.

"We have no reason to believe at this point any of them will be denied," Young said.

Carper complimented County Manager Jennifer Sayre for her relentless work and said states hit by Hurricane Matthew have been calling Kanawha County for guidance.

The county plans to meet with the owner of Elkview Crossings Mall next week. So far, there are no updates on the washed-out culvert that left hundreds stranded and the mall inaccessible.
