South Charleston limits groundwater extraction in certain areas

South Charleston City Council unanimously adopted an ordinance that prohibits the drilling into and extraction of groundwater in certain areas.

"We already had a groundwater prohibition," Mayor Frank Mullens said. "This just expands it to all of our industrial zones on the west end of town."

Mullens said the ordinance prohibits the extraction of groundwater in industrial zones.

"It needed to be done to be sure there are not any contaminants," Mullens said.

In other action, council unanimously adopted an ordinance to approve the conveyance of property on Seventh Avenue, owned by the SCDA. Council also adopted an ordinance to rezone property at 4217, 4219 and 4221 River Ave.

"We have a new medical office building going in near Thomas Hospital," Mullens said. "This is a simple rezoning so that facility can be built."

Mullens made a proclamation that Oct. 20 is the 100th anniversary and homecoming of the First Missionary Baptist Church of Vandalia.

"The First Missionary Baptist church of Vandalia was organized in October 1916," City Clerk Margie Spence said. "The church will be celebrating their 100th anniversary and homecoming."

The motion was accepted by unanimous voice vote.

Council also unanimously approved the closing of Kentucky Street from Chestnut to Walnut streets and Walnut Street from Kentucky to Ohio streets from 4 to 7 p.m. Oct. 16 for First Church of the Nazarene's Trunk or Treat night.

South Charleston City Council approved trick-or-treat for Oct. 31 in accordance with the rest of Kanawha County. Candy seekers will be out from 6 to 8 p.m. that night.

Council also approved adding Trina Rucker to the South Charleston Visual Arts Commission.

"We historically have 11 members, and we are short," Spence said. "So to come up to that 11, I recommended Trina Rucker."

In other action, council unanimously approved to close Oakes Avenue from 2 to 8 p.m. Sept. 23 and from 1 to 7 p.m. Sept. 24 for Joe Holland Camaro's 50th anniversary event.

Ward 7 Councilman Jamie Sibold presented a bid for a Ford F-150 truck with snow attachments for $71,609. Council approved the bid by unanimous roll call vote.

Sibold also presented a bid for two detective cars for the police department to be purchased from Joe Holland Chevrolet with funds from drug and property seizures. Council approved the bid by unanimous roll call vote for one car at $18,221 and the other at $19,785.

All council members were present except Ward 5 Councilman Edd Brooks.

Council's next meeting will be at 7:30 p.m. Oct. 6 on the second floor of City Hall on D Street.
