Charleston council approves flooding settlement

The city of Charleston will settle a case involving flooding following a City Council vote that approved the legal proceedings to settle and dismiss the case.

Terri Williams will receive $30,000 from the settlement. Williams sued the city in 2013 for an alleged $60,000 to $70,000 in damages after storm water allegedly flooded Sierra Road.

"There's allegations about our maintenance of the ditch line," said city attorney Paul Ellis.

The matter was to be taken to trial at the end of September, but the city decided to mediate instead.

In other business Monday, Council:

* Recognized Four Points by Sheraton, Project West Invest, Bill Turner of Pison Development and Des Barkalov of the Block restaurant as part of Community Planning Month.

* Passed a bill establishing valet parking areas throughout the city.

* Approved an agreement between the city and Municipal Leasing Consultants for a $603,000 three-year lease-purchase period, as well as a $2,353,000 five-year lease-purchase period "to provide for the purchase of various vehicles and equipment for city departments."

* Approved the purchase of LED "ribbon boards" for the Civic Center coliseum. The boards cost $253,325 and will be mounted along the "concrete fascia" of the coliseum.

A bill was introduced Monday night that would limit the extraction of groundwater at 3148 MacCorkle Ave. The bill was referred to Council's Environment and Recycling Committee, which plans to meet in November.

Council's Parks and Recreation Committee will meet at 5:30 p.m. Monday, Oct. 26, at the Roosevelt Neighborhood Center on Ruffner Avenue.
