St. Albans council hears tobacco ordinance

The St. Albans City Council began Monday's meeting with a moment of silence in honor of councilwoman Loretta Griffith, who recently passed away.

She served the city of St. Alban's Ward 6 from 1999 to 2016.

Council also recognized the retirement of Police Captain Jim Agee.

He served the city from 1988 to 2016 and was presented with a plaque honoring his service.

Council members and fellow police officers praised Agee for his service to the city.

"I'm very proud of these guys and the work that we have done every day," Agee said. "We do have to remember, everyone in this room has to work together, do not ever forget that."

In other action, council passed the first reading of an ordinance, read by City Attorney Riffee, amending Article 523, which would restrict where people can and cannot use tobacco within the city.

Mayor Dick Callaway added that the restrictions would include "smokeless tobacco" and any product that contains nicotine.

Council also passed the second reading of a resolution changing city park shelter rental fees from $50 for a half day to $50 for a whole day by unanimous voice vote.

Councilman Robert Keiffer of Ward 1 brought a petition to close and abandon a portion of Fourth Street between Third Avenue and MacCorkle Avenue submitted by Moses SC Properties.

"It is pretty dangerous," Keiffer said. "Somebody is going to get hit there someday and liability will fall on us."

Council passed the first reading of Councilman Keiffer's petition by unanimous voice vote.

In other action, Council approved the following finance committee recommendations:

n Payment of current invoices in the amount of $25,947.88.

n Payment to Division of Justice in the amount of $3,000 for basic police training for Tyler Mullins and Derrick Scott to be paid from item 700-221.

On the passing of payment for the training of officers, the mayor said it is the city's responsibility that their officers get the proper training.

Council also passed permission to seek bids on new SCBA's for the St. Albans Fire Department.

Callaway appointed Dale Withrow to the city's Zoning Board of Appeal with a term ending on Aug. 1, 2019.

"He is going to offer his services to us in the ZBA," Callaway said. "That is good because he has the background and information in his head here that we need as well as the expertise."

Council approved the mayor's appointment by unanimous voice vote.

Councilwoman Cheryl Thomas of Ward 4 reminded council that St. Albans Night Out is August 2 in the Mayberry's Restaurant parking lot, beginning at 5:30 p.m.

A public hearing will be held before council's next meeting at 7:15 p.m. on August 15.

All council members attended Monday night's meeting.

Council's next meeting will be 7:30 p.m. Aug. 15 on the second floor of the municipal building at 51 Sixth Ave.
