South Charleston advances "Brunch Bill," talks water main construction

South Charleston City Council approved the appointment of Sam Payne to the Housing Authority to fill a vacant spot at Thursday evening's meeting.

Mayor Frank Mullens submitted Payne for approval after meeting with him last week and council approved his appointment by unanimous voice vote.

The so-called "Brunch Bill" ordinance was submitted for a second reading after being approved by council at the previous meeting. The ordinance would allow licensed vendors to sell alcoholic beverages beginning at 10:00 a.m. on Sundays. The motion passed with one opposing vote from Councilman Jeff Williamson of Ward 4.

Council discussed the success of the grand opening of the new fire station last week. Mullens estimated between 150 and 175 people attended the event.

South Charleston City Council also discussed the construction of a water main, which began last month.

"West Virginia American Water Company is extending a large diameter water main from an existing booster pump building near the railroad tracks," Steve DeBarr, city engineer and general manager of the Sanitary Board said. "It is about a $2 million project on their part."

According to DeBarr, during the harsh storms of last winter, the water mains broke multiple times due to an outdated infrastructure.

"They had a lot of problems with water main breaks on Henson, Macon and that area of the town," DeBarr said. "During the very cold weather of last January, water mains broke at least four times, and of course when they break, there is ice on the road."

DeBarr made an estimate that the construction at the Central Avenue overpass would take about six months.

Councilman Mark Wolford of Ward 3 and Councilman Edd Brooks of Ward 5 were absent from Thursday night's meeting because they were both out of town.

All other council members were present.

Council's next meeting will be at 7:30 p.m. Aug. 2 on the second floor of City Hall on D Street.
