St. Albans continues work on streetscape project

The streetscape project in St. Albans continues to move forward as city council members begin looking ahead to phase five.

St. Albans council has agreed to pay Chapman Technical Group $5,535 for architectural services for the fifth phase of the city's streetscape project.

Mayor Dick Callaway said after Monday evening's council meeting that the fifth phase will be the creation of a staging area and gathering space adjacent to the former bank and former City Hall building on Olde Main.

Work currently is under way on the fourth phase of the project, which is on Kanawha Terrace.

In other action Monday evening, council agreed to pay current invoices, which total $26,851.

Ward 8 Councilman Kevin Pennington, who chairs the Parks and Recreation Committee, noted that Dave Cunningham, a long-term parks commissioner, recently died.

"We're going to honor Dave by naming one of the holes on the disc golf course in his honor," Pennington said. "We will install a plaque there."

During announcements, City Public Works Director Orville Browning said the annual Easter egg hunt will be at 11 a.m. Saturday, March 26, at the City Park ball field.

Also during announcements, Callaway said wards 6 and 9 had no incidents of crime reported in February.

The mayor also announced that the St. Albans water system has received two awards from the state Bureau of Public Health.

Also, Alan Reznik is taking photos around town for a picture book, Callaway said.

During the public forum portion of the meeting:

n Emily Wall said the second annual Artigras will be held from 4 to 10 p.m. April 23 at Olde Main.

"We're going to do a streetfest-type event," she said. "We're taking booth applications for artisans, crafters and others."

n Tim Akers of 2724 Furlong Ave. asked whether the city could now write citations on the spot for ordinance violations. City Attorney Charles Riffee said the city can now do so.

n Marva Lee Crouch, a Kanawha County magistrate candidate, said, "I'd like for the residents of St. Albans to consider voting for me on May 10. I would appreciate your support."

Crouch said she currently is a senior status magistrate for the Supreme Court, which involves a lot of travel.

Councilman-at-large John Boles Jr., who is fighting health issues, did not attend Monday's meeting.

St. Albans council's next meeting will be at 7:30 p.m. March 21 on the second floor of the municipal building, 51 Sixth Ave.
