St. Albans is planning to prohibit parking or storing unlicensed watercraft or watercraft with an inoperative or expired inspection sticker on any premises.
The proposal also would prohibit parking or storing watercraft that are in a state of disassembly or disrepair or in the process of being stripped or dismantled.
In addition, watercraft would have to be stored on a paved surface and parked behind the front property line.
Council gave unanimous preliminary approval to the proposal Monday evening. The regulation must be approved again at a future council meeting before becoming final.
Also at the meeting, council directed police Chief Mike Matthews to place stop signs on both sides of Summit Drive.
In other action, council gave preliminary approval to a request by John and William Morris for the administrative re-subdivision of 2757 Washington Ave. and agreed to pay current invoices which total $23,378.
During announcements, Ward 8 Councilman Kevin Pennington said 9,000 vehicles have been through the Festival of Lights at City Park. He predicted the goal of having 10,000 vehicles tour the festival will be achieved. Pennington thanked all of the volunteers who have helped make the event possible.
The festival is open from 6 p.m. to 9 p.m. today, Wednesday and Saturday. It will be closed Thursday and Friday.
Also, Mayor Dick Callaway said city and Municipal Utility Commission offices will be closed Christmas Eve, Christmas Day and New Year's Day.
Ward 6 Councilwoman Loretta Griffith said that more than 100 people attended the Christmas lunch Friday at the Hansford Senior Center. She also reported that several lights have been added to the exterior of the property. Callaway praised the center as "one of the best, if not the best, in West Virginia."
Ward 1 Councilman Robert Keiffer and Councilman-at-large John Boles Jr., who is fighting health issues, did not attend the meeting.
Council's next meeting will be at 7:30 p.m. Jan. 4 on the second floor of the municipal building, 51 Sixth Ave.
