Man charged after pursuit that injured two St. Albans officers

Kanawha Magistrate Pete Lopez arraigned a Charleston man on Friday after he allegedly led police on car chase that injured two officers and endangered an infant in St. Albans.

St. Albans Police first noticed Samuel Manriquez in a stolen car at about 12:40 p.m. on Thursday, according to a criminal complaint filed in Kanawha County Magistrate Court.

One officer drove in front of Manriquez, 31, and the other signaled his lights and siren behind the stolen car, the complaint states.

The ensuing pursuit started at the intersection of Eighth Street and Seventh Avenue, near Save-A-Lot and Central Elementary School.

Manriquez drove through a yard, over a sidewalk and past every stop sign as he navigated residential streets, according to the complaint.

He eventually ran from the car, the complaint states, and police then found a mother holding her 5-year-old child in the front seat.

Police believe the infant girl rode on a center console as the pursuit unfolded, the complaint states.

Lt. P.A. Bass and Patrolman M.W. Cooper sustained injuries as they tried to arrest Manriquez.

He is charged with possession of a stolen vehicle, fleeing with reckless indifference and child neglect creating risk of injury.

Authorities also arrested him on a warrant for possession with intent to deliver a controlled substance. He allegedly escaped from authorities and left behind about 8 grams of heroin in May.

Manriquez wore a hospital gown at his arraignment on Friday - his eyes swollen and face bruised.

"I'm sorry ... I apologize," he said, leaving the hearing.

The hospital has released both officers, according to a news release from St. Albans Maj. Mike Farry.

"Both suffered injuries that will keep them from duty for an unknown period of time but will both have full recoveries," he said in the release.

Manriquez remained at South Central Regional Jail in lieu of a $100,000 bond on Friday evening.
