South Charleston passes city budget, plans to become debt free by 2019

South Charleston City Council passed their 2017-2018 budget by unanimous roll call vote at its meeting Thursday night.

According to Mayor Frank Mullens, this new budget will allow the city to become debt free by 2019.

"We had $6.5 million worth of debt that we wanted to pay off," Mullens said. "Part of this budget [includes] the final payment on the ice rink in January of 2018."

The only thing the city still needs to pay off is the new fire station, and that will be paid off by 2019, according to Mullens.

The South Charleston Police Department is giving a hiring exam for probationary police officers on March 25, Police Chief Brad Rinehart said.

"South Charleston is testing for probationary police officers," Rinehart said.

Applications can be picked up at the police station, or on the city's website, and are due by March 20.

Council also reported that the city's TIF application is moving through the Legislature. Senate Bill 565 was introduced on March 9 and sent to the Senate Finance Committee, where it remained as of Thursday.

Council also followed up on previous discussion of depressed manhole covers causing road trouble on MacCorkle Avenue.

Work on those covers, conducted by Frontier Communications, will begin March 17, said to Steve DeBarr, city engineer and the general manger of the Sanitary Board.

All council members were present except Ward 5 Councilman Ed Brooks.

Mullens moved to recess the meeting until April 18 at noon for a quorum.

The movement was passed by unanimous voice vote.
