Council advances updates to traffic code in St. Albans

St. Albans City Council advanced an ordinance Monday to second reading amending the city code regarding traffic laws in the city.

If the ordinance is passed upon second reading, violators could be fined up to $100 for violations.

Those violations include:

n No vehicle shall enter 3rd Avenue west from northbound 5th Street.

n Operators of vehicles traveling west on Adams Avenue at the intersection of Adams Avenue and Walnut Street shall turn right only.

Ward 2 Councilman Jason Philabaun presented a request from the Riverfest Board, contingent on retaining a security deposit to close and use the Roadside Park area from June 21 through June 25 for Riverfest.

Council passed the request by unanimous voice vote.

Mayor Dick Callaway requested permission from council to execute an agreement with the DNR regarding the boat dock at Roadside Park.

Callaway introduced Roger Kennedy, landscape architect and project manager for Chapman Technical Group, who assisted in this project.

"The dock and the gangway are designed to float up and down with the water," Kennedy said. "We set the top of the piles a couple of feet above the 100-year flood elevation so hopefully we'll never see that."

Council passed a motion granting permission by unanimous voice vote.

Council also approved by unanimous voice vote, a petition brought by Ward 4 Councilwoman Cheryl Thomas to rezone 121 Walnut St.

"It is an old church being repurposed," Callaway said. "It is a new project that is going to help that area a great deal."

According to Thomas, this project is important because it will eliminate an abandoned building in her ward.

"Mr. Gray will be putting a business in it but he is keeping the basic structure," Thomas said. "It has been sitting for two and a half years, if not longer."

Council approved the following finance motions by unanimous voice vote:

n Payment of current invoices in the amount of $17,108.76.

n Payment to Applied Concepts, Inc. for radar for police cruiser in the amount of $2,629.50.

n Approval of donation of all of the SCBA packs with bottles and all spare bottles to Arnoldsburg Volunteer Fire Department.

In other action, Callaway appointed Ward 7 Councilman Desper Lemon to the Hansford Center Senior Board.

In other action, St. Albans City Council opened its meeting Monday night by recognizing the Hayes Middle School Boys Basketball Team's win in the county championship.

All members of council were present at Monday's meeting except Ward 1 Councilman Robert Keiffer.

Council's next meeting will be 7:30 p.m. March 20 on the second floor of the municipal building at 51 Sixth Ave.
