Venture Scout Ellen Blackwood (center), 16, of Charleston, directs fellow Scouts and Capital High School students as they prepare 749 personal-care kits for people staying at area shelters at Emmanuel Baptist Church Saturday. The work was part of her Summit Award community service project, one of her last requirements to receive the Summit Award, which is the highest award obtainable in Venture Scouting and similar to the Eagle Scout award in Boy Scouts. Blackwood will be the first person to receive the award in Buckskin Council, which encompasses southern West Virginia and parts of Ohio, Kentucky and Virginia.
